FEASIBILITY STUDY FOR VOCATIONAL TRAINING INSTITUTES IN PUNJAB

- Determine capacity for each trade/institute so as to replace supply driven programs with actual market needs and at the same time ensuring creation of maximum out put. Possibility of training programmes in two shifts may also be kept in view. Creation of Women’s Technical training capacity may also be recommended

- Recommended locations of VTIs suitable to the complexion of training needs taking into account the industries in the area, availability of trainees and the absorption of trainees in industry/agriculture, self employment. The focus of study should be mainly directed to those big industrial districts having potential of absorbing more trained, manpower being turned out from the existing training centres and should cover cities as well as rural agriculture locations where training institutions have not been set up by any public sector or private sector.

- Develop outlines of skills/profiles of the identified trades so as to form basis for developing requirements of equipment for such trades as well as designing detailed curriculum subsequently.

- On the basis of the trades/skills related for each VTI, prepare a comprehensive list of machinery, Equipment and tools with competent estimates of cost requirement including audio/visual and other lab/training equipment may be kept in view.

- Develop list of office equipment and furniture for each VTI, BOG and VTC. Also determine transportation/vehicles requirement or alternate modes of transportation for each set up in the whole system including requirements of transportation for trainees particularly female sector.

- Provide lay out of buildings and line plan for each VTI on the basis of the recommended machinery and equipment and prepare rough cost estimates. Also make provision of immediate requirement of staff residences, if appropriate and relevant to local/residence availability

- Methodology and cost of procurement of live and dead inventories and assets. Estimated cost of preparation of detailed designs of buildings of VTI’s or other structures if any and Resident Supervision of construction work. Cost estimate/budget allocation for on-ongoing operation of VTIs including maintenance/repair/upgrade of equipment and building on a sustainable basis.

- Methodology and estimated cost of updating and development of skill standards, development of detailed training courses, instructors manuals/guideline, techniques and books etc. - Proposal for phasing of the work and financing to ensure adequate control and management by PIC. - Risk analysis and mean of addressing.

- Propose methodology for setting up internship programme with support of industry and on-going counselling at the VTIs followed by placement services in co-ordination with industry.

- Suggest approach and methodology to be adopted for public relationing campaign including design of brochure and other related printed material, handy, attractive and demonstrative highlighting objectives of VTIs encouraging the industrialists for co-operation and induce young people to technical training

- Develop comprehensive plans for formulation of Board of Governors for VTI’s and induction of industrialists and local notables who will take up continuing responsibility of operation of VTIs an ownership basis/concept - Recommend ways and mean and motivational aspects to ensure that the target groups are not deprived enrolment in the VTIs due to problems of subsistence during the training period. Recommendations may include stipendiary support, Qarze Hassna etc for the target groups

- Propose mechanism of Trade Testing and Certification to be done according to National Skill Standard Decentralisation and full participation of the industry is to be looked into to ensure quality of training by employers

- Suggest possibilities of training-cum-service/production for financial sustainability and quality of training especially in those trades where training under simulating conditions is difficult to accomplish or where skills are not adequately mastered by the trainees in the usual way.

- Work out the requirement of staff for VTIs, BOG, and VTC. Propose pay structure, job description, and qualifications in respect of each category.

- Give details of proposed administrative structure, Capital cost, Recurring cost, financial management system and other related information to meet the requirements of Planning and implementation of the project and especially in the preparation and formulation of well documented PCI (specimen to be collected).
