Reviewing present structure of head office and what is relationship Should be with 25 subsidiaries and with the committee of Administration (headed by the chief of air staff). Means to introduce Commercial discipline were given. A vision mission statement was suggested.
The Terms of Reference were
- Definition of vision, Mission & Objectives of shaheen Foundation (PAF)
- Review of organizations and function of shaheen Foundation.
- Role of committee of Administration & the board of directors of the foundation.
- Organizational control & Decision making , Extent & methodology of financial & administrative control at various levels of mngmnt
- Relationship of shaheen foundation & subsidiaries with Air Headquarter in terms of trusteeship and patronage
- Identify and resolves contradictions if any between welfare & profit objectives of the foundation.
- Human resources and personal & compensation policies
