The study was required to assess the extent to which financing was justified in the private sector by determining the Supply and Demand position in Punjab and NWFP in the five year period-july 85/ June 90.
This involved the following:
- determination of actual consumption in all provinces of Pakistan since 1971-72 i.e. After separation of East Pakistan
- economic evaluation of factors governing Cement Demand
- forecasting of future demands after allowing for decrease/elimination of existing constraints
- financial evaluation of existing Cement Plants (all in the public sector) to assess their potential production until 1990
- evaluation of new Cement projects in the Private Sector to assess the extent to which shortages could be assuaged.
- technical assessment of existing plants to determine their suitability for reconditioning.
- separation of requirements viz. Supplies in Northern and Southern Zones and separating of figures of calculated demand.
