For 15 years, his responsibilities included the development of petroleum and petrochemicals industry development in Pakistan being founder chairman of Petroleum Refining and Petrochemical (PERAC). Successfully managed the National refinery ensuring self-sufficiency in POL products and meet the targets of creating an optimal size petrochemical complex. With effective implementation of the project promoted/developed allied skill in design and fabrication of equipment for the Hydrocarbon processing industry. He recognized the crucial area of maintaining continuity of growth of technical projects and undertook to achieve the manpower requirements by creating a Human Resource Development (HDR) organization for training and development (PETROMAN). Being conscious of the need and importance of the Research and Development (R&D) in country’s drive for attaining self-reliance in technology, he integrated two most important ingredients HDR and R&D through a unique development model; by combing Petroman and Pak hi oil efforts, commercially viable system for Technology Development was ushered. As consulted in the new ones in Middle East and Latin America. Has an established track record of being an effective analyst, negotiator with foreign Governments and donor agencies and administration and promotion of both Government and private sector projects and is well known in government circle. Advises government on policy issue and maintains close contact with associations and institution of higher learning.
